Torchlight II Release Date Announcement Next Week

The Torchlight II Website has one of those announcements of an upcoming announcement, saying they will unveil a release date for the action/RPG sequel on Friday at PAX Prime. They say the announcement will come in the morning, and that they will be giving show attendees the chance to play the game, and will also be participating in a panel on the future of PC gaming and holding a Torchlight II cosplay contest. Yes, in TL2, you can do modding. Runic will provide the tools with the release of the game.

You can definitely do things like make new skills for PVP and even possibly find a way to do some sort of collection/flag capture thing (not going to be easy to accomplish), but taking PVP mechanics too far is going to be a bit rougher as they pretty basic at the moment so there isn't too much to build on. That being said there is always a chance they will get more robust post launch or some really really clever modded will find some way.
