No you can't because you can't buy the DLC on Steam if you don't also own the base game on Steam. That's how Steam works, and given how much you pimp Steam, you should know that by now. See this and this. You can buy just DLC at other digital distributors like Amazon and Gamersgate, but not Steam.
"Pimp" steam? lol. I'm also one of the most vocal critics of valve's failings. You haven't been on here long if you haven't noticed that.

In fact just today another one of steam's failings came to mind. Its hard to tell what DLC you own on a game without adding it all to cart (steam should automatically show which ones you own and which you don't). And no, looking at the DLC tab in a game's properties doesn't help much. They are often named cryptic things that have nothing at all to do with what the DLC is, and it would be far more trouble than its worth to try and figure it out that when you get over a couple DLC . And then, once I added all 18 of the DLC from dawn of war 2 to my cart, I had to click each one individually to remove it since steam doesn't have a remove all from cart button.
And thats if steam is playing nice. Some DLC it doesn't show you own them in the cart, until the final checkout screen and it finally remembers and says "oh yeah you can't buy this you own it already"

So anyway, back on topic. My bad, I forgot about that, I'm not always right.
However I believe you can purchase batman DLC as a gift even if you don't own it, and you can either gift it to someone else or keep it in your inventory as a gift. I doubt you can activate it without the base game on steam though. And without activating it I'm not sure you could get the cd key to enter into GfWL. I'm not going to run the numbers and see if that extra $10 for and extra copy of the base game makes sense over what you'd save from gamestop getting the DLC alone for today, but in some cases that might make sense monetarily.
