So yeah, you could say your not limited or throttled by today's standards but that is only half the truth
I don't really agree that what you are calling throttling is actually throttling. You're talking about the concept of shared bandwith, which is something that EVERYONE on the Internet lives with, usually at multiple points. Blues' server can only handle so much data at one point, so sometimes the board is slow to respond.
Is he throttling us? Or is this just a simple matter of x users over y bandwith sometimes means a subset of x is going to run a little bit slower for a z amount of time?
If you've got a Gig pipe to an apartment complex, and everyone is on line at 6.30pm, your downloads are going to be slower. That's not throttling. That's simple shared bandwith.
Throttling is saying "We think you're running a torrent, so we're going to limit your connect to 256k/128k regardless of how many people are currently on your pipe."
And it's absolute bullshit. But they'll lobby for it and lobby for it and grease more corrupt politician's palms for it until they finally get the prioritized TCP/IP that they want.

We're running out of IP Addresses again! Oh Noes!!!1!1!
That's the... 7th time now we've done that in the past decade?
Wasn't the threat of running out of IP addresses the whole reason CIDR was developed?
I guess the IP6 guys have to keep bringing up that empty threat in an effort to get their system off the ground.

I started using this in the Bay Area after moving to get to work, and often to get around to downtown San Jose or up to San Francisco. It's an awesome service and makes using public transit so much easier, especially if you have to transfer or aren't sure what the quickest options are.
Saves me a lot in gas and car wear and tear too.

One larger fiber feeds a set number of houses which basically divides or throttles that prem to a set bandwidth. Of course the speeds can be moved up or down to some extent depending on needs or usage. I can't remember the specifics. I think it's one large fiber (1024MBs) feeds thirty two smaller fibers (32MBs). And don't quote me on this since I don't work for Verizon. But out west it's going to be divided like this for now. One 10MB Data (DSL), up to four HDTV signals, and four VOIP signals... per prem. Again all those presets can be changed from what I understand. So yeah, you could say your not limited or throttled by today's standards but that is only half the truth. Again that is my understanding for FTTP. FTTN or fiber via VRAD will be allotted similarly if not the same.
