Which would make sense if one of the packs had sold over 650,000 copies, but since they're looking at the total sales figures for 5 different packs, this is nothing more than marketing BS. Microsoft's pricing scheme would make buying all of the GH2 songs via Live cost more than twice the price of GH2!!

Activision announced today that the song packs for Guitar Hero II on Xbox Live Marketplace have exceeded 650,000 downloads. This makes them multi-platinum, as defined by the music industry's RIAA. Which would make sense if one of the packs had sold over 650,000 copies, but since they're looking at the total sales figures for 5 different packs, this is nothing more than marketing BS.
